Proceeding commenced under sec. 344.03, Stats. by petition of Reinhold Burk for review of an order of the Commissioner of
Motor Vehicles, State of Wisconsin, suspending the vehicle registrations of the petitioner under sec. 344.15(4), Stats. A
temporary restraining order was issued together with an order requiring the Commissioner to show cause why he should not be
permanently restrained from confiscating the registrations of the petitioner. The Commissioner filed a notice of special appearance
and asked for dismissal of the petition for lack of jurisdiction over the person of the Commissioner. From an order denying
the motion to dismiss for lack of jurisdiction, the Commissioner appeals. The Commissioner also appeals from an order of the
court setting aside the Commissioner's order for suspension. The facts will be stated in the opinion.
